Planning Board to Hold Public Meeting to Discuss Progress on MBTA Communities Zoning

The Marblehead Planning Board invites all interested persons to a public meeting to learn about progress on the MBTA Communities Zoning and learn about the preferred paths forward toward compliance. The meeting will take place on Tuesday, January 16, at 7:00 p.m. on Zoom.

MBTA Communities refers to Section 3A of Massachusetts General Law Chapter 40A, as passed by the state legislature in 2021. The law impacts 177 communities in the Commonwealth, including Marblehead. The law requires that MBTA Communities must zone for “at least one district of reasonable size in which multi-family housing is permitted as of right” at a minimum of 15 units per acre. Marblehead is classified as an Adjacent Community (adjacent communities are those that are adjacent to municipalities that contain MBTA stations). 

The Planning Board began the process of engaging and educating town boards and the community on draft multi-family housing-friendly zoning changes as it works toward a December 2024 deadline to comply with the state law. The board has received feedback from public forums, stakeholder engagement, focus groups and from interested persons. The board explored many options of how we might accomplish this in Marblehead.   At this meeting we will present the data and  preferred alternatives. We are seeking input order to finalize for the town meeting warrant.

The meeting will include a brief overview and a summary of MBTA Zoning, what we have studied and what we have learned and what we propose to bring Marblehead into compliance.
