1. How do I get a library card?

Simply provide identification that confirms your home address such as a driver’s license, checkbook, voter registration card, utility bill or a postmarked envelope addressed to you at your home.

2. What materials are available at Abbot Public Library?

Fiction and nonfiction books, books on tape or CD, Internet resources with a number of data bases, music CDs and LPs, CD-ROMs, movies on videotape and DVD, magazines, newspapers, and museum passes. Interlibrarly loan will bring materials from other libraries to Abbot Public Library. The Marblehead Room offers materials relevant to Marblehead history.

3. How long can materials be borrowed and can I renew them? What are the fines for overdue items?

Most items are borrowed for two weeks and are ususally renewable unless reserved by someone else. Fines are generally $.10 per day for adult materials and $.05 per day for children's materials. Videos and DVDs have a $1.00 fine per day if the material is late. See library website for details on fines and borrowing period. Abbot Public Library Website

4. Does the library carry local newspapers?

Yes, Abbot Public Library subscribes to the Marblehead Reporter, Lynn Item and Salem News along with the Boston Globe and the Boston Herald. The Abbot Public Library also subscribes to an online data base called News Bank that is available at the library or from any cardholder's home computer. NewsBank provides access to four local newspapers: Boston Globe (1980-current), Boston Herald (1997-current), Worcester Telegram-Gazette (1989-current), and the Springfield Union-News (1988-current). 5. Can I check out books on someone else’s library card?

You may use another person’s card to check out materials if you have the library card with you. Library cardholders are responsible for materials checked out to their card, so we ask that you use your own card for books you are taking out for yourself.

If you forget your card, the library personnel can look it up and still check out your books to you most of the time.

6. What other materials does the library have?

Abbot Public Library has both federal and state tax forms, a copy of the property valuation book for Marblehead, the directory of town residents, and telephone directories.

7. Can I use my library card at other libraries?

Yes, library cards are good for the entire group of NOBLE (North of Boston Library Exchange) libraries. You may need to show your Abbot Library card to obtain borrowing privileges at other Massachusetts public libraries. Books and materials from other libraries may be turned in at Abbot Public Library, where they are checked in and returned to the appropriate lending library.

8. Does the Library have any book clubs that I can join?

Yes. The Senior Book Discussion group meets on the third Tuesday of the month at 10:00 AM in the Marblehead Room. New members are always welcome. If you are interested in starting your own book discussion group, the Library has materials to help you.

9. How can I use the computerized card catalog from my own computer?

10. What study, research and writing aids and equipment are available for public use?

The library has study carrels, two electric typewriters, one PC word processor with Microsoft Office 2003 and a printer, 13 PC computers with Internet connections and a wireless system so residents can bring their own laptops and connect to the Internet at the Abbot Public Library for free.

11. Are there places to hold meetings in the library?

The library offers meeting rooms for public use. Abbot Library has both a Meeting Room and a Conference Room available for use by the general public. Reservations must be made in advance by calling 781-631-1481 during Library hours.

• The Meeting Room accommodates 100 chairs and has a speaker system available. Also available are a podium, a projection screen and an overhead projector. An Internet connection is available. Kitchen facilities are also available. The fee is $25 and the event must be open to all. No fee may be charged to any of the attendees.


• The Conference Room seats eight-ten people around a table and could hold up to 15 people. There is a white board in the room. The fee is $10. No fee may be charged to any of the attendees.

12. Can I use the Abbot Public Library's online databases from my home computer?

Yes. With your library card a number of databases are accessible 24 hours a day, including:
EBSCO Magazines which allows you to search over 2000 magazines, newspapers and journals for full text articles and InfoTrac that provides 11 separate online resources to help you find full-text articles and other information about biographies, business, literature and the arts, health, sports, social sciences, the humanities, science, technology and more, to name just of few that are available. Animal Control FAQs

1. Does the Animal Control Department remove nuisance wildlife?

No. All wildlife issues come under the jurisdiction of the Massachusetts Division of Fish and Wildlife.

2. Where do I license my dog?

The Town Clerk's Office handles the licensing of dogs.

3. Does the shelter board animals while the owners are on vacation?

No, the shelter only houses rescued, abandoned and stray pets.

4. Does the Animal Control Department remove bats and other wildlife from inside homes?

Yes, but only from the living quarters; not from attics, basements or garages.

5. What wildlife does the Animal Control Department handle?

The Animal Control Department will assist sick, vicious and orphaned wildlife under the guidelines of the Massachusetts Division of Fish and Wildlife.

6. I got a ticket for violating the leash law. Where do I pay the fine?

1. When are flu clinics for Marblehead residents held?

Dates of flu clinics are announced through the media as soon as Marblehead's allotment of vaccine is confirmed and received and guidelines are issued by the Massachusetts Department of Public Health. These flu clinics are historically held between mid-October to early December.

2. Are Marblehead beaches safe for swimming?

Marblehead beaches are tested weekly from Memorial Day to Labor Day. The results are available by calling 781-631-0212 or at the State website and using the search word "beaches". Massachusetts State Website

3. How can I get my blood pressure checked?

To have your blood pressure checked you can make an appointment with the Public Health nurse at 781-631-0212.

4. Can I have my child checked for head lice?

You can make an appointment with the Public Health nurse at 781-631-0212 if you suspect that your child may have a head lice problem.

5. What are the Town regulations regarding house sanding?

The Marblehead Board of Health, after holding public hearings on the issue, adopted local regulations for house sanding. Copies of the regulations are available at the Health Office at the Mary Alley Municipal Building at 7 Widger Rd.

6. Does the Health Department pick up Christmas Trees for disposal?

No, the Health Department does not pick up Christmas trees. Christmas trees are picked up by the Marblehead Highway Department (781-631-1750) and Tree Department (781-631-2721).

7. Does the Health Department pick up dead animals?

No, the Health Department does not pick up dead animals. For dead wildlife, call the Marblehead Police Department at 781-631-1212. For domesticated animals, call the Animal Control Officer at 781-858-9865.

8. Does the Health Department perform drinking water tests?

1. Do sheds require a building permit?

Yes, a building permit is required for installation/construction of a shed. The proposed shed must conform to zoning by-law setback requirements. If the floor area of the shed is to exceed 50 square feet and is to be located within the Historic District, the application is also subject to review by the Old and Historic District Commission.

2. Does the construction of a fence require a building permti?

Not presently, however fences cannot exceed six feet in height and may not be placed within twenty feet of a street corner. Fences are also subject to Historic District review.

You may contact the Superintendent's office to make an appointment to speak to the superintendent. Niches in the chapel and burial plots at Waterside are available to any Marblehead resident taxpayer, ownership being non-transferable.

3. Can flowers be planted on a burial plot or grave?

Permission must be obtained directly from the plot owner before planting.

4. Can plot owners plant flowers on the burial plot?

Plot owners are allowed to plant a small garden that extends out one foot directly in front of the stone.

5. I am interested in genealogy. Where can I do research?

The Marblehead Cemetery Department, the Unitarian Universalist Church of Marblehead, the Catholic Cemetery Association and the Town Clerk's office are good places to start. More Information...

1. How do I determine if I have to file for a wetlands permit?

Contact the Conservation Administrator to review the proposed project.

Most often you would be required to submit "WPA Form 3, Notice of Intent".

3. Where do I obtain the required filing forms?

Forms are available from the Conservation Administrator or apply online with the Massachusetts Department of Environmental Protrection.

If you need help completing the forms, you can contact the Conservation Administrator for assistance.

5. How soon can I get a hearing before the Commission?

You can get a hearing before the Commission usually within 30 days of filing a completed application form.

Council On Aging FAQs

1. Is there a membership fee to join the Council on Aging?

No. Most of our programs have a suggested donation of $3 per session. However, there are several that do have a fee. Check with our office if you are unsure.

2. How old must a person be to participate in Council on Aging (COA) programs?

Eligibility for our programs begins at age 60. However, if there is room in a particular class or activity, Marblehead residents under age 60 may also participate. Some programs, such as the Caregivers Group, are open to all ages. Check with the Center if there is a question. Transportation is also available for those under age 60 who are disabled for transportation purposes.

3. Where else can I find out about the Council on Aging and what it offers?

You can contact the Council on Aging office at 781 631-6737.

4. How do I sign up for a class at the COA?

If you know the time and day the class meets, just arrive at the Center a few minutes early to complete a registration card and sign-in on the attendance sheet for the class. If you are beginning an exercise class, please bring a note from your doctor stating that it is okay for you to exercise. If you aren't sure of the time and day of the class, stop by the Center and check our calendar. or see the monthly schedule in The Old Marblehead Cod, the COA monthly newsletter.

5. What is the difference between the Council on Aging and the Senior Center?

The Council on Aging is the municipal department for senior citizens and the Senior Center is the site used for senior activities. The COA is responsible for operating the Senior Center, which is located in the Marblehead Community Center.

6. How can I find out about the schedule for the senior bus?

You may contact the COA at 781 631-6737 or click on Transportation from the COA menu at this website.

7. When can I use the COA transportation program?

Any senior age 60 or more who lives in Marblehead or any person under age 60 who is disabled for transportation purposes is eligible to use the COA van. Reservations must be made at least 24 hours in advance. We strive to accommodate everyone, however, if we cannot transport you at the time you request, we will endeavor to give you an alternative time or day. Regularly scheduled trips may be seen on the Transportation Schedule. This is curb-to-curb service. Riders must be able to get to and from the vehicle on their own or bring an escort to assist.

8. How do I qualify to receive home-delivered meals?

Seniors who are eligible to receive home-delivered meals should be primarily homebound and unable to cook or shop for themselves. The easiest way to qualify is to have your doctor's office or nursing service call our office to make a referral. The meals are delivered Monday through Friday between 11:00 a.m. and 1:00 p.m. Frozen meals are available for the weekends. The suggested donation is $2.25 per meal. However, no senior will be turned away due to inability to make a donation.

9. Are the meals and transportation meant only for low income elders?

No - any senior age 60 or over is eligible. Home delivered meals do have some additional eligibility requirements but there is no income requirement.

10. Who are the Friends of the Council on Aging?

The COA is prohibited by law from fund-raising. The Friends of the COA is our fund-raising arm. They are a non-profit group formed to support the programs and services of the COA. They have an annual membership drive and several activities throughout the year to raise funds for the COA.

11. Can I get help with my Medicare or Medicaid?

The Council on Aging has an outreach worker who will assist home-bound individuals with these programs and a SHINE (Serving the Health Insurance Needs of Elders) counselor by appointment. Call 781 631-6737.

12. Where can I get information on the senior tax work-off program to reduce my property taxes?

You can call the COA at 781 631-6737 or click on Property Tax Abatement Program from the COA menu on this website.

13. Where can I get information on services available for my 78 year old mother who is coming to live with me?

Call the COA and ask for the Outreach Worker. This staff person is available to assist those individuals and their families who need information and referral to appropriate programs and services. All information is confidential.

14. I am on a limited budget. How much do activities at the COA cost?

Most classes and programs at the COA have a suggested donation of $3 per session. Meals served at the Center have a suggested donation of $2.25 ("special" occasion meals may have a suggested donation of $3.00). The suggested donation for a one-way ride on the COA van is $1.00 in town and $3.00 out of town (Friday "Mystery" rides are $3.00). In a few instances, due to the costs of the program, there is a fee for a particular class. Check at the COA office if you are unsure.

15. I do not feel "old" even though I am over 65. What does the COA have to offer me?

Plenty! You will be surprised at the vigor and energy of our participants here at the Senior Center. We offer a wide variety of exercise classes at different levels of fitness. In addition, we offer a number of interesting classes, trips and presentations that appeal to many age levels. Stop in at the Center and ask for a tour of the facility ... you'll see firsthand how "young" everyone is here.

16. My father is unable to get around on his own. Can I drop him off at the Center to be looked after?

No! Participants at the Center must be independent and able to care for themselves. Our staff is not large enough to look after each individual. You may need an Adult Day Care facility instead. We would be happy to refer you to those available in the nearby community.

No. We are a separate group, although we work closely with both of them.

Drain FAQs

1. Can residents direct sump pumps into the sewer?

No, sump pumps may not be directed into the sewer system. The sewer system connects to all drains inside your house. All water in this system goes to the South Essex Sewerage Treatment facility to have waste removed.

2. Can residents direct sump pumps to drain into the streets?

Sump pumps may be drained into the street in all seasons except in the winter because of potential buildup of ice.

3. Can residents direct sump pumps into the storm drains?.

Yes, you may direct your sump pump into the storm drain system but a permit is required to connect to the drain system.

4. Can residents drain water from swimming pools into the street?

Yes, water from swimming pools may be drained into the street (storm drain system) as long as the chlorine level is less than 1 part per million (ppm).

5. Does the Town clean out the storm drains? Can residents help?

The Highway Department cleans out the storm drains at least once a year. Residents can help prevent flooding by keeping the drains free of leaves and debris year-round.

6. Where does the water from the storm drain system go?

It goes into the ocean through over 90 different outflow sites.

7. What is the difference between the drains in the street and the drains inside the house?

The drains in the street collect water in catch basins which ultimately flows into the ocean. It is important that this water is not contaminated because it is not treated prior to flowing into the ocean. Noxious agents can have a negative impact on the heath of the Harbor and surrounding ocean life. (No animal feces, motor oil or other agents allowed in drains in street.) Drains inside your house take waste material to the South Essex Sewerage Treatment facility to remove waste products.

8. How can I help maintain the catch basin cover near my house?

With the fall season upon us and many trees already dropping their leaves, your help with maintenance is beneficial to all. If you have a town catch basin near your property it would be very helpful and benifit everyone if you could help by maintaining that catch basin by clearing all debris around this area.

1. How often does the Town issue checks to its vendors?

Payments to vendors are issued on the second and last Friday of each month. Warrants authorizing payments are prepared the previous Wednesday for the approval of the town accountant and the Board of Selectmen.

2. When are town employees paid?

Town employees are paid every Thursday, with checks being available after 10:30 am. For employees who have direct deposit, your pay will be electronically transferred to your bank account on Friday. Warrants authorizing the payroll are prepared each Wednesday for the approval of the town accountant and the Board of Selectmen.

3. When can current and retired employees join one of the Town's health insurance plans?

Current and retired Town employees may become a member of one of the Town's health insurance programs during the annual open enrollment period. Open enrollment for the Town is the month of May, with coverage beginning in July.

4. How do I get information about my taxes?

If you are an attorney or mortgage company working on a sale or refinance, you need to order a Municipal Lien Certificate. The fees for Municipal Tax Liens are listed under "Permits". If you are a homeowner, the collector's office can print a history of your payments. Please visit the treasurer/collector's office or call 781-631-0587 to receive this information.

5. How did you arrive at the property assessment listed on by tax bill?

6. Do I need my vehicle registration to purchase a Facilities Use Sticker?

The Facility Use Sticker is recorded using your vehicle registration number. Proof of residency is also required. The vehicle registration will provide the necessary information. If you have a leased car, the registration and your drivers license are required.

7. How do I get an abatement on my taxes?

All questions concerning tax abatements must be referred to the Assessors Office at 781-631-0236. You may also check their page on this website. Board of Assessors

8. Why did my taxes go up?

There are many reasons why taxes increase, including additional expenditures authorized by Town Meeting or an increase in your assessed property value. You should contact the Assessors Office at 781-631-0236 for questions concerning your property assessment. Board of Assessors

9. Why won't the Registry of Motor Vehicles renew my drivers license or vehicle registration?

If you have unpaid vehicle excise taxes or outstanding parking tickets, the Registry will "mark" your file and refuse to allow you to renew your drivers license or vehicle registration. Once your file has been marked, you will need to contact the Town's Deputy Collector, Kelley and Ryan Associates, at 800 491-9788 to resolve the matter.

10. Who is Kelley and Ryan Associates and where is their office located?

Kelley and Ryan Associates is the authorized Deputy Collector for the Town and is responsible for collecting outstanding vehicle excise taxes that are owed to the Town. Kelley and Ryan Associates maintains an office in Beverly, behind the Registry of Motor Vehicles on Cabot Street. They can be reached at 800 491-9788.

11. Why am I being charged interest when I paid my real estate taxes only two weeks late?

According to Massachusetts State Statutes, interest on property taxes is due and collectible beginning the day after the tax payment due date.

2. How long is the wait for a mooring?

The wait to obtain a mooring in Marblehead waters is in the 12 - 15 year range.

3. When can the boats go into the water and when must they be removed?

It is up to the discretion of the boat owner when to launch their boats and when to take them out. The Town's floating docks are put into the water in April/May and are removed over a three-week period starting on the first of Novemeber.

4. What public facilities are available for visiting sailors?

A broad range of private marine services are available in Marblehead from marine repair service to sails and fiberglass repair.

6. How can I learn to sail?

8. If I have an emergency while on my boat, how do I reach the Harbormaster?

The Harbormaster is available to help in emergencies. Contact the Harbormaster using marine frequency VHF Channel 16. Channel 16 is set aside by the FCC as the "Hailing and Distress" frequency and is also monitored by the U.S. Coast Guard and other boats. For off-hours emergencies between the hours of 11 PM and 7 AM, call the Police Department's 911 number and they will contact the Harbormaster.

No, the Old and Historic Districts Commission, another appointed Board, oversees the exterior architectural changes in Marblehead's Historic District. The Historical Commission has nothing to do with oversight of the Historic District.

In May 2000, the annual Town Meeting created the "Town Celebrations Trust Fund" to be expended for celebrations approved by the Selectmen. Money left from the "350th Anniversary Fund" was transferred to the "Town Celebrations Trust Fund."

2. What is the "Marblehead Forever" Award?

The committee votes each year to give the Marblehead Forever Award to an individual who embodies the spirit of Marblehead. The award is presented at a Board of Selectmen's Meeting.

No. The Subcommittee spearheads initiatives at town meeting to acquire open space parcels. Once acquired, the active management of, and responsibility for, these parcels is assumed by other town boards and commissions. These include: the Board of Selectmen, Conservation Commission, Recreation and Park Commission, Cemetery Commission and other town boards identified within town meeting warrant article.

1. Where do I pay my parking ticket fine?

Parking ticket fines are paid to the Parking Clerk located at the Selectmen's office at Abbot Hall, 188 Washington Street.

2. How can I obtain the criminal record of someone other than me?

In the Commonwealth of Massachusetts, local police departments may not obtain background checks on individuals as a public information request. This is called CORI (Criminal Offender Records Information) and it is against the law for the police department to give out such information. However, you may call the Criminal History Board at (617) 660-4600 for mor information on how to obtain a criminal check on an individual.

3. When must I report an auto accident (crash)?

When ther is over $1,000.00 in total accident damages and / or personal injury.

4. What information do I need from the other operator?

You will need all of the information from their operator's driver's license and vehicle registration.

5. What if I don't know who hit my car?

Call the police immediately, and if possible, do not move the vehicle.

6. Who do I send my written crash report to?

a) Send one copy of your Commonwealth of Massachusetts Operators Report of Motor Vehicle Crash to the police department in the city of town where the crash occured.

b) Send the original to the Registry of Motor Vehicles.

c) Your insurance company may also want a copy.

d) Be sure to keep a copy for your own records

7. How long do I have to file my motor vehicle crash report?

You have five (5) business day to file your crash report.

8. Can I buy, rent, borrow, loan or sell my USED car seat?

Child Safety Seats (car seats) do not last forever. The safety level of the seat may diminish without showing signs of weakness until it is involved in a vehicular crash. The best practice for protecting your child is; new child, new seat. This does not mean you have to go broke buying car seats. Cost has nothing to do with the safety of the seat. Here are some reasons for not using a second hand seat. According to the National Highway Traffic and Safety Administration.

1) It may be a recalled seat. 2) The manufacturer’s labels are missing.

3) It may too old (over six years). 4) It may have been in a crash.

5) It may have broken or missing parts.

9. When is it safe to turn my baby to a foreward facing position?

According to the American Academy of Pediatrics it is safest to keep your baby rear facing up to the maximum, rear facing weight limit of your child safety seat. There is an old standard still in place that all infants MUST be rear facing up to one year of age AND twenty pounds. Due to a large number of spinal injuries to forward facing infants, the academy increased the standard to at least 30 pounds rear facing. Allowable weight limits vary with child safety seat manufacturers but all convertible seats are now made to be rear facing to 30 pounds as a minimum.

10. How tight does the harness system need to be on my child?

The harness system fit is vital to ensure that your child will remain in the car seat. The proper setting for this system is snug to one adult finger placed at the collar bone of the child coupled with the harness clip being placed at arm pit level (top of the plastic clip is just above the nipples). It is important to know that there needs to be a minimum of clothing or material between the harness strap and the child’s shoulders. An improperly fitted or impaired harness strap will not hold the child.

11. What are aftermarket products and why are they not recommended?

Aftermarket products are those items sold separately to enhance the child’s ride in the car. Examples are; mirrors, window blinds, belt adjusters,
stabilizing collars, toys and keepers. In short, if it did not come with your car seat, it is aftermarket. Aftermarket products are not subject to any crash testing or safety standards. Therefore, they are not recommended for use by the National Highway Traffic Administration.

12. When does a child ride in a booster seat and for how long?

Belt Positioning Boosters (booster seats) are designed to do one thing, to allow for the vehicle restraint system (seat belt) to fit the child properly.
Think of this as placing your child at the dinner table without a booster seat. He or she simply does not “fit” to the table. Now relate this to your vehicle seat. It is contoured for an adult fit. Your child needs a booster seat to “fit” the seat belt properly. Most children need to be in a booster seat between the ages of 4 and 8 and usually weight up to 80 pounds and are 4’ 9” tall.

Here is a simple test.
1) Can the child sit all the way back with knees bent over vehicle seat?
2) Does the lap belt stay low across the hips?
3) Does the shoulder strap lie across the breast bone?
4) Can the child stay in this position for the entire ride?
“No” to any of these questions indicate the need for a booster.

REMEMBER – ALL BOOSTER SEATS REQUIRE THE USE OF LAP AND SHOULDER SEAT BELTS.

13. Is the middle of the backseat always the safest place?

The middle of the back seat may be the furthest point from any impact to a child safety seat however it may NOT be the best place to fit the child safety seat. Many of today’s vehicles offer features that may hinder a proper and safe fit in the middle of the back seat. Most commonly, child safety seats are placed at an outboard seating position. The major concern of parents of course is a side impact or lateral collision. A properly installed child safety seat will ride down such a collision and with the addition of rear airbag curtains the safety level is quite high. The rear facing car seat is often cumbersome in many vehicles. It can have an adverse effect on the adjustability of the vehicle’s front seat. For this reason it is commonly installed behind the front passenger seat. A designed seating arrangement
for child safety seating is right to left according to age or middle to rear according to age when two rear seats exist. Children should not be riding in the front seat until they get their driver’s learners permit but if it is necessary than the seat should be all the way back. If the child is riding in a car seat (forward facing only) then the airbag should be off if possible.

14. Is the LATCH system safer to use than seat belts?

L.A.T.C.H (lower anchor and tether for children) is equally as safe to use as the vehicle seat belt. LATCH was designed to make the installation of a child safety seat more user friendly to parents, grandparents and caregivers.
LATCH is a three point system. All vehicles manufactured from 2003 must have at least two rear seating positions equipped with latch anchor points. One of the anchor points is for the tether strap and is located to the rear of the vehicle seat. The other two anchor points are located in the bite of the vehicle seat. All three positions are clearly marked. Each car seat is equipped with hooks or clips that lock onto the anchor points. The straps are then tightened for a secure fit. You DO NOT use both the LATCH system and the seat belt at the same time. Most vehicles manufactured between 2000 and 2003 will only have a rear tether anchor point. You should make use of it in conjunction with the vehicle seat belt. Lower anchor points should not be used to restrain a child weighing 48 pounds or more.

15. Which car seat is the best?

The best car seat is one that; fits your child, fits in the car, is properly installed and one that will be used on every ride. All child safety seats must meet the same U.S. Federal Safety Standard (fmvss213). The cost of the car seat has nothing to do with the safety of the car seat. They are all designed to hold and protect the child during a crash. What really makes the difference is the installation of the car seat. 96 percent of all car seats are improperly installed or used. It is recommended that all the manufacturer’s instructions are understood but your best source of help is a certified child passenger safety seat technician. 16. Will every car seat work in every car?

NO. The issue of compatibility is a leading concern with child safety seats. Motor Vehicles are made for adults. Child safety seats are an adaptation to the vehicle design. Compatibility issues between the vehicle, the child safety seat, the child and the seat belt system must be overcome for a safe and secure fit of the child safety seat. While the LATCH system helps with these issues it is not a cure-all. Two door vehicles and sport models offer the greatest challenges to a safe car seat installation.

17. How can I keep my child safely in the car seat?

Many children dislike the confines of a properly fitted harness strap or seat belts on boosters. This is a difficult disciplinary problem but here are some tips. 1) Make sure everyone in the car buckles up on every ride. 2) Dress the child for comfort, avoid heavy clothing between the harness strap and child. 3) pull over and stop and tell the child that you cannot drive unless everyone is buckled up, it’s the law. 4. How do the assessors determine the value of motor vehicles? How about boats?

The assessors do not determine the value placed on motor vehicles for the purpose of arriving at the amount of the excise tax. The Massachusetts Registry of Motor Vehicles determines the value assigned to the vehicle.

Boat values are determined from information provided by the boat owner on the Boat Declaration (2BE) form which they submit to the assessors each year. The Boat Declaration form is mailed with the Harbormaster's mooring permit renewal. The Boat Declaration must be received by the assessors before the mooring permit will be issued.

5. Do the assessors determine the legal use of my real estate and its conformance with zoning regulations?

No. The Building Commissioner is responsible for determining the legal use of your property and whether or not it conforms to the zoning By-Laws.

4. When should I register for recreation programs?

You should register for recreation programs as soon as possible and preferably at least three working days before the program begins so that instructors and facilities can be scheduled. Our programs run based on participation so it is critical that we know as early as possible if we have enough participants to run a program.

5. What is the refund policy?

Refund requests must be made in writing and must be received before the second meeting of the program you wish to drop. A 25% processing charge will be assessed to all cancellations. If the request is due to illness or injury the refund will reflect only the classes attended IF we are notified immediately and prior to the end of the program. Refund policy

6. Is there a field maintenance schedule?

In general, fields are cut and maintained based on weather, manpower, equipment availability and the field usage schedules and on the season of play.

7. Who empties the trash barrels around town?

The Park Department staff empties the 170 green barrels found around town. In the summer we have seasonal employees to help with the demand; in the winter, when we have only a small full-time staff, many of the barrels are brought in for repainting and repair.

8. Who maintains the public restrooms?

The State Street Landing facility is maintained by the Harbormaster's office. The seasonal facilities in the various parks are maintained by Park Department staff.

9. Who takes care of the cemeteries?

The Cemetery Department has overall responsibility; however, the Park Department staff cuts and trims the grass on a regular basis and assists with other maintenance projects.

10. Who maintains the bike and exercise paths along the old railroad tracks?

The paths are maintained by the Municipal Light Department and the Water and Sewer Department.

11. Who maintains the school grounds?

The School Department has overall responsibility for its properties; however, Park Department staff cut, trim, clean, and maintain the grounds and also line the playing fields for the various sports teams throughout town.

12. Who is in charge of Browns and Gerry Islands?

16. Are dogs allowed in Seaside Park?

No. Dogs are not supposed to be in any area that is used for athletics or as a playground even if leashed; bacteria from their waste can cause illness in children, even if it's picked up immediately.

17. Why can't I have a bonfire at Devereux Beach?

During the regular beach season the beach is continuously used by people of all ages. Embers from a left-over fire, even when buried, continue to smolder and can cause injuries. Fires are allowed by special permission after the regular beach season ends. This requires permits from both the Park Department and the Fire Department.

18. How long can I leave a boat trailer at Riverhead Beach when I use the boat ramp?

19. Can I park at the Community Center when attending an activity at Marblehead High School when the High School parking lot is full?

1. When do I receive my pension check?

Pension benefits are mailed on the second to the last day of each month. If the last day of the month is a Saturday or Sunday, the benefits will be mailed on the previous Thursday. If you have registered for direct deposit, your benefits will be electronically transferred to your bank account on the last day of each month. If the last day of the month is a Saturday or Sunday, your benefits will be credited to your account on the previous Friday.

2. What does it mean to be "vested"?

The term "vesting" is used to signify the employees right to a retirement allowance at a later date. "Vested" benefits are those benefits to which a member is entitled to today.

3. When do I become vested?

A member becomes vested once they have ten years of creditable service.

4. What if I leave the Town's employ after I am vested but before I am old enough to retire?

If you leave the employ of the town after you are vested but before reaching retirement age, you may leave your contributions in the system and receive a benefit at age 55.

5. What if I leave the Town's employ before I am vested?

If you leave the employ of the Town prior to becoming vested, you may receive a refund of your retirement contributions less 20% withheld for federal taxes. Under certain circumstances there may be a penalty for early withdrawal. You may also choose to roll over your contributions into a tax-qualified IRA to avoid the tax penalties.

6. When am I eligible to retire?

A member must have ten years of creditable service and be age 55 or have at least twenty years of creditable service to retire at any age.

7. How are my benefits determined?

8. Can I borrow from my retirement account now and pay it back later?

No, you can not borrow money from your retirement account. Under Massachusetts state law, your retirement account has no provisions for withdrawal under any circumstances

9. Why do I pay a higher percentage of my regular compensation towards my retirement than some other members pay?

The rate that members contribute towards their retirement varies depending on the date they became a member of the system.

• If you became a member prior to January 1, 1975, you have 5% deducted from your regular compensation.


• If you became a member between January 1, 1975 and December 31, 1984, the deduction will be 7%.


• If you became a member between January 1, 1985 and June 30, 1996, you will have 8% deducted from your salary.


• If you became a member after June 30, 1996, the deduction is 9%.


• If your membership began on or after January 1, 1979, an additional 2% will be withheld from any regular compensation in excess of $30,000.

10. When should I sign up for Medicare benefits and where do I apply?

1. How much of the sewer service is the home owner's responsibility?

The home owner's responsibility runs from the middle of the street to the house. That is, anything between the house and the middle of the street in front of the house is up to the homeowner to maintain.

2. Who should homeowners call when there is a sewer backup in the home?

If the sewer backs up (for example the toilet, sink, tub or washing machine) please call the Water & Sewer Commission Emergency telephone line at 781 631-0102 before calling a plumber. The Water and Sewer Department has 24-Hour emergency service and will make sure that the problem isn't in the Town's system.

3. Who do I call to repair the sewer pipe? How do I know if a sewer pipe needs to be repaired?

Please call the Water and Sewer Department first and they will help if they can. A sewer pipe must be repaired by a Licensed Drain Layer. A list of current drain layers is available at the Water & Sewer Office. If the problem is in the house and needs to be repaired, the homeowner would call a plumber after calling the Water snd Sewer Department.

1. How does a holiday effect curbside trash collection?

Trash and recycling pick-up is delayed one day and the Transfer Station is closed on the holiday.

2. Where can I dispose of a propane tank?

Propane tanks can be brought to Dawson Hardware in Beverly or to Marblehead's Household Hazardous Waste Day held once each year, usually in June.

3. Where can I dispose of a refrigerator, freezer or air conditioner?

These items can be disposed of at Turner Trucking and Salvage on Commercial Street in Lynn (781-595-3741).

4. Can old paint cans be discarded at the Transfer Station?

• Latex paint is not a hazardous waste. Use a small amount of cat litter or sawdust to dry out residual wet paint. The latex paint cans can then be disposed of, two at a time, in your regular trash.


• Oil- based paint, stains, waterproofers, sealants, etc. should be disposed of at the annual Household Hazardous Waste day in June.

5. What is a Facilities Sticker?

A Resident Facilities Sticker is a decal for your car and is vaild until December 31. It allows you to enter the Transfer Station to drop off trash and recycling. It also allows access to the Swap Shed, drop-off's of clothing for charities and free parking at Devereux Beach.

Run your cold water only until it clears.

2. Why do I have no water pressure in the house?.

Check and clean all your faucet strainers or screeners. If that does not help, call us. The Water & Sewer Commission will check for problems.

3. My water pipes freeze when it gets cold. What can I do to keep them from freezing?

To prevent pipes frm freezing, insulate the pipe, keep cold air from getting into the house or wrap the pipe with heat tape that is the correct type. If you keep the water running slowly the water may not freeze, but this will add to the cost of your water and sewer bill.

4. Is our water soft or hard?

Marblehead water is soft.

5. Why do I have cloudy water?

Cloudy tapwater is caused by air bubbles in the water from the change in temperature from ground to above-ground temperature.

6. How often is our water tested and where?

The MWRA tests its water daily. Bi-Weekly samples are taken from various places in Town and tested at a MWRA Lab in Chelsea.

7. How can homeowners cut down on water bills?

There are many ways: purchase low water use washing machines, cut down on yard sprinkling, install lo-flow shower heads and toilets.

8. How can homeowners safeguard pure drinking water?
